Can I use one MPG for an entire fleet?
Only when the vehicles and duty cycles are similar enough for that average to be meaningful. Otherwise, calculate vehicle groups separately and add the fuel costs.
What period should miles per vehicle cover?
Any period works as long as fuel price and your interpretation use the same period. Label the result mentally as weekly, monthly, or annual based on the mileage input you entered.
Does this include idling?
